Used Household Goods and Personal Effects

Documents Required
  • Original Passport (for returning residents, a passport used for the last 2 years or any previous passport other than the current passport are also required; the Entry and Exit stamps are used by Customs to check the compliance of the regulation)

Specific Information
  • The consignee must be in Kenya during the Customs clearance exercise.
  • All cosmetics, toiletries, perfumes, alcohol and foodstuffs will be subjected to radioactive analysis which will cost Kshs 3,000 per sample per item.
  • All wooden crates need (ISPM) No. 15 requirements.
  • For non-Diplomats,

    • Work permit should be obtained before the goods can be shipped out of origin country
    • Goods must have been owned for at least 6 months by the shipper. Brand new items are subject to customs duty and VAT at a rate of 46% of the value
    • Goods must be imported within 90 days after approval of the Work Permit. An extension for up to 365 days may granted by customs upon application.
    • Goods are subject to100% customs and Kenya Bureau of Standards inspection. Clients are encouraged to attend this session
    • Only one consignment is automatically allowed duty free. If one wants to bring two consignments (air and sea), he/she must apply to Kenya customs for approval prior to the importation.
  • For Diplomats,
    • Documents must be received by agent 15 days prior to arrival in order for shipper’s employer to obtain the Duty-Free Exemption Certificate, if applicable (Diplomats – PRO 1B or DA1).
    • PRO 1B are not subject to inspection and are exempt to Railway Development Levy (1.5%of the value).
    • DA1 approval are subject to customs verification but are exempted from Railway Development Levy.
    • PRO 1A is required if importing alcohol and must be approved by the Ministry of Foreign Affairs (Diplomats).
  • Returning Kenyans,
    • Must have lived abroad for more than 2 consecutive years and cannot have visited Kenya for a total of more than 90 days in the last 2 years.
    • Shipment must be shipped from origin country within 3 months of the date of return into Kenya.
    • Goods need to be pre-owned for at least 6 months. Brand new items are subject to customs duty and VAT at a rate of 46% of the value.
    • Must pay Railway Development Levy (RDL) at a rate of 1.5% of goods value.
    • Goods are all subject to 100% verification at the port on entry by Kenya customs and the Kenya Bureau of Standards. Presence of the owner is always advised during this process.
    • Returning Kenyans with duo citizenship must enter Kenya with their Kenyan passports for them to qualify for tax exemption.
    • Only one consignment is automatically allowed duty free. If one wants to bring two consignments (air and sea), he/she must apply to Kenya customs for approval prior to the importation.

Motor Vehicles and Motor cycles

Documents Required
  • Personal Identification Number (PIN) Certificate
  • Certificate of ownership
  • Copy of the old registration book
  • Certificate of Conformity (COC) obtained after pre-shipment inspection
  • Interpol Clearance certificate – best obtained at origin country
  • Valuation certificate
Specific Information
  • Left-hand drive vehicles cannot be imported.
  • For vehicles with exceeding 1500 CC, the maximum age limit allowed is 5 years as of July 2019.
  • For vehicles not exceeding 1500 CC the maximum age limit is 8 years.
  • A fee of EUR 120 for processing must be paid to Kenyan Customs.
  • The Certificate of Road Worthiness must be provided by the owner of the vehicle to the Kenya Bureau of Standards agent (JEVIC); it is required for a pre-inspection at origin to obtain the Certificate of Conformity (COC) for cars coming from Japan / Dubai/ Singapore / South Africa / UK (cars from origins than these can be inspected in Kenya by KBS for a fee of EUR 150).
  • The OBL and AWB must show the details of the motor vehicle (e.g., chassis and engine numbers, make, model, color, etc.)
  • The shipper must have owned the vehicle for at least 1 year for duty-free import or approximately 61% of taxes will be charged.
  • Diplomats are allowed to import 1 vehicle or motor cycle per shipment; additional vehicles or motorcycles will be subject to duties and taxes at the rate of 45% + value added tax (VAT) at 16%.
  • Motor vehicles must be imported within 90 days after the last date of arrival of the shipper.
  • Shipper must not have visited Kenya for a total of more than 90 days in the last 2 years prior to the last date of arrival in the Kenya.
  • Only one duty-free car per returning resident in a lifetime is permitted.
  • Vehicles imported duty free are not transferrable for a period of 1 year.
  • Returning citizens coming from countries with Left Hand Drive vehicles are allowed to import Right Hand Drive vehicles (not pre-owned) duty free but must apply to Kenya customs for authorization in advance.
  • All shippers must pay motor vehicle processing fees (currently USD 145 per motor vehicle).

Pets

Documents Required
  • Vaccination Record (must include Rabies Certificate)

Specific Information
  • Documents are required prior to import (issued at point of origin).
  • The animal’s rabies vaccination must be given within 1 year and 1 month prior to import.
  • Import Permit and Rabies Certificate must be presented upon entry.
  • The Import Permit takes approximately 30 days from the time of application to obtain.
  • The fee per animal is KES 500.
  • A duty of 25% and VAT of 16% are required upon arrival.

Specific Information
  • Pre-clearance is recommended, but new residents may have goods go into bond until final Customs clearance.
  • Duty-free entry is only permitted for 6 months after the date of the work permit being issued.
  • New furniture, household items, presents, souvenirs, works of art, and antiques are subject to payment of VAT at 10% of declared CIF value.
  • Commercial invoices are required for the following household goods, including but not limited to:
    • New furniture, gifts, souvenirs, works of art, antiques, etc.
      • Check with agent for details.
  • Holders of passports, except those from South Africa, may claim back RSA VAT paid in RSA at the border.
  • Returning citizens must state the reason and provide proof of time period abroad.

Motor Vehicles

Documents Required

  • Document showing that the vehicle has been in the owner of the goods’ possession abroad for more than 12 months before the importation of the vehicle:

  • Note: All documents required for the import of household goods, such as Passport, Work and Residence Permits, letter of appointment, etc. are also required for the import of motor vehicles.
Specific Information
  • Duty-free entry is only permissible if done within 6 months of the date of issue of the work permit; thereafter, a VAT of 10% applies.
  • Duty-free entry is permitted if :
    • The vehicle (cars, motorcycle, or moped) cannot be sold or otherwise disposed of for 2 years from the date of importation.
    • Value added tax (VAT) at the current rate is assessed on the imported value of the vehicle.
    • Only one vehicle per family is duty free.
    • Subsequent entries are subject to 12% VAT of CIF Value / extra duties applicable if car is from outside CCA.
  • If VAT is payable, it must be paid in Botswana Pula.
  • Returning citizens are permitted duty-free entry, provided that they have been abroad for more than 2 years.
  • Foreign diplomats pay no duties or taxes, subject to the provision of the Diplomatic Clearance Certificate and proof of value.
  • Botswana registration and driver’s license must be changed within 6 months of arrival in the country.
  • Caravans and trailers are subject to the payment of duties.
  • If towed in with a car on the initial entry into the country, caravans and trailers are duty free; otherwise, they are subject to 2% VAT of the CIF value.

Pets

Specific Information
  • Documents issued in Lesotho, Malawi, South Africa, Swaziland, Namibia or Zimbabwe will be accepted at the time of importation into Botswana.

Specific Information
  • All items are subject to taxes, including consumables.
  • All audio visual goods (tapes, video, books, DVD, CD ROMS, etc.) will be inspected, viewed, read by Customs and released no sooner than 3 weeks after import.
  • Packing list must be clear and legible as it will be translated into Arabic.
    • Do not indicate “miscellaneous,” “packed by owner,” or “PBO.”
  • Private owners of the goods must pay duties and taxes.
  • All shipments, from private to half-diplomatic are subject to Customs inspection.
  • Extra charges may be applied for the inspection of special items, including: alcohol, food, phones, paintings, etc.; check with agent for details.
  • Inspection fees and taxes are paid by the owner of the goods.
  • All owners of the goods not having a letter of guarantee must pay duties and taxes in cash.
  • The letter of guarantee states an amount of money corresponding to the amount of duties and taxes to be paid.
    • These funds are placed into a bank account and released to the owner of the goods when moving out of Egypt.
    • At time of move, all items must be exported, otherwise taxes and fines will be paid on each missing item.
  • The guarantee can only be obtained with a work permit and work visa.
  • Vehicles and all audio visual goods must be loaded at the door of the container.
  • The inventory must state the model, brand, size, and content (e.g., Sony 40” television) for all electrical and electronic items.
  • Instruction manuals must be attached to printers and fax machines.
  • Wooden crates in air or sea shipments must be fumigated.
  • Diplomatic organizations and some international organizations must apply for duty and tax exemptions on personal effects (approximately 7 to 21 working days).
  • Diplomats may be exempted from Customs duties and inspection provided they apply for and are granted form 4DE (protocol).

Motor Vehicles

Specific Information
  • Only diplomats may import cars older than 12 months of age.
  • The temporary registration must be obtained by the owner of the goods.

  • For non-diplomats, taxes will range from 70% to 170 % CIF value (the value is assessed by the Customs officers).

Pets

Specific Information
  • Veterinary health certificate must be issued at point of origin no more than 2 weeks from date of issue.
  • Pets will be examined upon arrival by a doctor from the Egyptian Ministry of Agriculture.
  • Animals suspected of having rabies will be quarantined; charges will apply.
  • Live chicks are the only bird permitted for import and must meet all health requirements.

  • Invoice for the electrical and hi-fi appliances and for all the items bought less than 6 months before the shipment’s arrival

Specific Information
  • Diplomatic shipments can be imported duty free, provided that the diplomatic organization has received the exemption certificate from the Ministry of Foreign Affairs.
  • To apply for this exemption, original documents are needed (including the original AWB) at least 14 days prior to arrival of the shipment.
  • Agents must have all Customs documents at least 15 days prior to the shipment’s arrival to Ghana in order to obtain the document for free entry.
    • “Diplomatic shipment” to be shown on the OBL / AWB.

  • Cars up to 10 years can be imported in Ghana but will be taxed.
  • Right hand drive vehicles are banned.
  • Cylinder capacity below 1900 cc : 10% C.I.F. value (import duty).
  • Cylinder capacity below 2500 cc : add V.A.T. of 10% C.I.G. value and import duty.
  • Cylinder capacity over 2500 cc : add special tax of 17.5% CIF value = V.A.T. + import duty.

  • The agent must receive documents at least 15 days prior to arrival of the shipment to allow agent time to apply for a duty exemption on the used household goods.
  • The owner of the goods must be present during the clearing process.
  • New personal effects are subject to 30% to 80% tax on declared value.
  • The diplomatic organization will apply for documents on behalf of the owner of the goods with the local Ministry of Foreign Affairs and must have copies of the OBL / AWB and packing list to initiate Customs clearance (diplomats).

Specific Information
  • Household goods are duty free if in the owner’s possession for at least 6 months prior to import; otherwise, duties will be levied.
  • Agents must have all Customs documents at least 15 days prior to the arrival of the shipment to obtain the documents for free entry from the Ministry (Diplomats).
  • Personal effects must arrive in Mozambique, maximum 6 months after the shipper`s first arrival in the country.

Motor Vehicles

Specific Information
  • Vehicle should be at least 12 months in owner’s possession to obtain duty free importation.
  • To obtain duty free importation, the duty exemption certificate must be obtained at least one week prior to arrival.
  • Only diplomats and returning nationals are allowed to import 1 used vehicle duty free but they need to obtain exemption from Customs prior to arrival of shipment.
  • Taxes range from 5% to 110% depending on age, size, power, etc.
  • The OBL must show chassis number, engine number, cubic capacity, year of manufacture, brand and model.
  • Depending on the HS code, vehicle may be subject to pre-shipment inspection.
  • Returning residents require a letter from the embassy from the origin embassy.

Pets

  • Mozambique veterinary certificate (if traveling from the U.S. or Canada)

Specific Information
  • Mozambique veterinary certificate must be completed within 10 days of import.
  • Animals must be vaccinated for rabies and other diseases at least 30 days but not more than 1 year prior to import.
  • All documentation must reflect the owner’s name.
  • Healthy pets are not quarantined if meeting import requirements.
  • Microchips are highly recommended.

Items
  • Alcohol and other spirits should not be sent in the household goods shipment but hand carried; spirits (1L) and wine (2.25 L)
  • Arms and ammunition (subject to authorization from the territorial administration)

Specific Information
  • The owner of the goods must be present for Customs clearance.
  • The original bill of lading must be endorsed by the owner of the goods “delivered to” and signed.
    • Whether using an original bill of lading or air waybill, ensure it is properly consigned per the agent’s instructions and that the original is issued by the shipping line itself.
  • If using a sea waybill or non-negotiable copy or telex release, please ensure you provide a copy of the telex release message from the shipping line, otherwise there is a high probability of issues to release from the shipping line
  • The Nigerian international e-passport must be obtained in the origin country prior to departure as non-electronic passports are not accepted (returning citizens).
  • Original bill of lading required for all diplomatic shipments.
  • Containers with house original bills of lading from an NVOCC / consolidator / forwarder will not be released.
  • Returning Nigerian residents must have continuously lived abroad for at least 9 months and not visited Nigeria for more than 90 days within the previous 2 years of re-entry; otherwise, the shipment will be deemed a commercial import and will be subject to inspection and duties.
    • Customs will check the entry and exit stamps on the passport to calculate the applicable time periods.
  • Customs clearance can begin up to 28 days from the discharge of the container.
  • Wood packing materials in shipment containers must comply with ISPM-15 rules and guidelines and all crates must be stamped ISPM-15.
  • Crates and liftvans in wood are subject to an additional cost of 120 USD per 20’ container and 180 USD per 40’ container.
    • Failure to stamp the crates will result in an additional cost of 250 USD per 20’ container and 500 USD per 40’ container.
  • Storage and demurrage charges are generally charged on all household goods and personal effects shipments.
    • Amounts range from at least USD 400-1,500 for demurrage and storage per container.
  • The average clearance time for a sea shipment is approximately 3 weeks, dependent on issues of manifest transmission, access to the container, Customs assessment of the contents or qualification of the owner of the goods to import the shipment.
  • Diplomats require a letter of authority written by the Embassy from the entities identified below:
    • The Area Comptroller of Customs of the Nigeria Customs Service
    • The officer in charge of NDLEA
    • The officer in charge of SSS, Police, Anti – Bomb Squad, SON, DMI
    • The Releasing Manager of steam shipping line
  • As of November 3, 2015, all global port shipping lines are expected to register on the platform before booking cargo to Nigerian
    • Prior to loading cargo owners of the goods must obtain from the platform an Entry Summary Number (ENS) which must be advised to the shipping line agent and incorporated on the bill of lading and manifest by the shipping line agent.
  • Form M number must be reflected on Bills of Lading and Cargo Manifests for commercial goods.

  • All animals imported to Australia must meet the requirements of the Australian Department of Agriculture and Water Resources and will be quarantined upon arrival.

  • Returning Canadians may import household goods and personal effects duty free under the following conditions:
    • The goods were owned and used by the owner of the goods for at least 6 months prior to importation.
    • The owner of the goods lived abroad for a minimum of 12 months.
      • If the owner of the goods lived abroad for a period greater than 5 years, the owner of the goods is exempt from the 6-month ownership rule.
    • The goods must still be owned and used and the shipment does not include goods that are for resale or otherwise disposed of within 12 months of importation.
  • Shipments must be declared to Customs at the port of entry (POE) (airport/U.S-Canada border) when the owner of the goods arrives in Canada.
    • Customs will then issue documents needed for Customs clearance:
      • BSF186 personal effects accounting document
      • BSF715 casual goods accounting document.
    • The owner of the goods must present a list of items to be imported.
    • It is recommended that a copy of the packing list / inventory be hand carried for presentation to Customs.
    • Customs may request a value on the shipment (returning citizens).
  • For immigrants and holders of work / students visas, the goods must be owned and used prior to importation and the shipment must not include goods that are to be sold or otherwise disposed of 12 months after importation for duty-free import.
  • Any single item of household goods or personal effects, including automobiles, that were acquired after March 31, 1977, and are valued at more than $10,000 are subject to regular duty and taxes on the excess amount.
    • Seasonal residents may import household items and personal effects duty free under the following conditions:
      • The shipment can include household furniture and furnishings for a seasonal residence, excluding construction, materials, electrical fixtures or other goods permanently attached to or incorporated into a seasonal residence and tools and equipment for the maintenance of a seasonal residence.
      • The goods must have been owned and used prior to arrival.
      • The goods cannot be sold for at least 12 months.
      • The goods are for the personal use of the owner of the goods or their family and are not for any commercial, industrial or occupational purpose.
      • Proof of purchase or a copy of a lease agreement is required for any person who is not a resident of Canada but owns a residential property or has leased a residence for at least 3 years for personal use.
      • Only one shipment of this type is allowed.
  • The copy of the will or letter from the executor of an estate must state that the owner of the goods is the beneficiary of the named items for duty-free import (duty-free inheritances).
  • Diplomats can import household goods and personal effects duty and tax free.
  • The Canadian Government adopted ISPM-15 (International Standards for Phytosanitary Measures Publication 15) Guidelines for Regulating Wood Packaging Material in International Trade (aka NIFM-15) to standardize the treatment of wood packing materials used for the transport of goods.
  • ISPM -15 requires that wood packaging either be heat-treated or fumigated with methyl bromide and marked with the internationally recognized International Plant Protection Convention (IPPC) mark, or in lieu of the mark, the consignment must be accompanied by a phytosanitary certificate specifying the treatment used.

Motor Vehicles

  • The car must comply with Canadian standards.

  • For returning residents, a tax and duty exemption applied to the first $10,000 of the vehicle’s value.
    • Anything in excess of $10,000 will be charged applicable duty and taxes.

  • Motor vehicles imported into Canada cannot be licensed in Canada unless cleared through Canadian Customs.

  • Customs clearance takes approximately 3 to 4 days to clear the effects.
  • For free entry, transfer of primary residence and the owner of the goods must have spent at least 12 months abroad.

    • Effective 1st November, 2015, the owner of the goods is required to obtain a confirmation letter, called “Wohngeberbescheinigung” from their future landlord in order to get a registration, “Anmeldebestaetigung”.
    • The confirmation letter, “Wohngeberbescheinigung” must confirm that the owner of the goods will live at the address mentioned.
  • Shipment must arrive in Germany within 12 months after registration in Germany.
  • Botschaftsbescheinigung from the German Embassy or Consulate at origin.
    • This document serves to confirm the period of time abroad (returning citizens).
  • Proof of registration may not be older than 3 months.
  • All goods for duty-free importation, such as household goods and personal effects must have been in the owner of the goods’ possession for at least 6 months in the origin country.
  • Duty-free entry for foreign diplomats is permitted if a bilateral agreement exists with the origin country.

    • In order to avoid extra fees at the port / airport, transportation should be put on hold until given the green light by the destination agent in Italy.
  • It is strongly recommended that Italian citizens obtain a consular certificate as soon as possible to expedite the Customs process (citizens / EU nationals).
  • A detailed list including an accurate description of art pieces and antiques is required.
  • A legalization of the list from the Italian Consulate at origin is advisable.

Specific Information
  • The certificate of residence must state that the owner of the car has been abroad more than 12 months and that vehicle was imported within 6 months of arrival.
  • Shipments for non-Diplomats are admitted duty free only if the vehicle has been owned and operated for a minimum of 6 months and meets European requirements (non-Diplomats, citizens). If the requirements are not satisfied, the vehicle must be imported by paying a duty of 10% on the cost, insurance and freight value and value added tax (VAT) of 22% on the value of the shipment (citizens).
  • From the date of the import clearance, the owner of the goods will have 6 months to obtain an Italian plate through the Dipartimento Della Motorizzazione Civile. If duty-free entry is not granted, vehicles may be imported with the payment of duty plus value added tax (VAT) (non-Diplomats).
  • Diplomats should arrive in Italy at least 40 days prior to vehicle import to obtain the necessary documents for duty-free Customs clearance.

  • All audiovisual items such as televisions, radios, stereos, video-recorders, DVD players and personal computers are to be listed with serial number and trademark.
  • Only audiovisual sets that are marked “CE” (European Commission) or purchased prior to January 1996 without bearing “CE” can enter Italy. Customs might inspect these items to check whether they meet requirements and proof of purchase may be required.
  • Live plants require a Phytosanitary Certificate for import.
  • The import of weapons must meet the following conditions:
    • Weapons must be recorded in the National Catalogue of Weapons.
    • Weapons without a serial number (applies to USA, Canada, Japan, and Australia) must be sent to the National Test Stand at Gardone Val Trompia (BS), where Customs will assign one to the weapon.
    • Customs clearance generally takes 15-20 days for weapons with serial numbers and 2 -3 months for weapons requiring the assignment of a serial number.
    • The owner of the goods must be present for the clearance process.
    • An import license should be requested by the owner of the goods in their city of residence.
    • Weapons should be shipped separately in cartons or crates easily reachable (i.e., near the door of container) indicating their location.

  • Duty will be applicable to furniture, kitchenware and some electrical and household goods at 5% on the “landed value” of the goods.
    • Landed value is the cost of the items plus freight and insurance.
    • GST of 15% will then be charged on the landed value including the duty.
    • The final amount payable to New Zealand Customs will be duty + GST
  • Personal jewelry, books, and clothing are not subject to duty or GST.
  • Any wood packaging used in shipments (crates, pallets etc.) must be constructed of approved treated timber and meet and display the internationally recognized ISPM 15 standard.
    • Any non-compliant timber may be destroyed, treated or re-exported to the country of origin at the owner of the goods’ expense.
  • The owner of the goods must be in present at the time of shipment arrival or duty and/or tax will be charged on the shipment, even if other criteria for duty and tax free entry of your goods is met.
    • Duty or tax paid at the time of entry of your goods cannot be reclaimed.
      • This revenue is not refundable even if at a later stage the owner of the goods obtains a qualifying visa, as at the time of importation they did not qualify for the concession and therefore the revenue was not paid in error.
  • All packing / inventory lists are screened by the MPI Quarantine Service to determine whether a consignment requires an examination or can be released immediately, but most consignments of personal effects and household goods require some kind of an inspection.
    • Common items that are inspected and of biosecurity interest include but are not limited to:
      • Food of any kind
      • Animal products such as meat (fresh or dried), eggs, dairy products, honey, skins, fur, feathers, bone, wool, hair, hunting trophies, fish/shell fish (fresh, dried, or frozen), Chinese traditional medicines, shells and coral, ivory

      • Equipment used with animals and/or plants such as veterinary equipment/products, fishing gear, fish farming equipment, saddlery, work boots/clothing, pet bedding, gardening equipment/products and forestry equipment
      • Miscellaneous items such as vacuum cleaners, spiked, studded or sprigged footwear (e.g., golf shoes, soccer boots), hiking boots, soiled footwear, water sports equipment, bicycles, boats, vehicle parts, camping equipment/tents, barbeques, Christmas and/or Easter decorations, Pooja items
  • Some items may be required to be cleaned or treated for fumigation.
  • Items are subject to Customs discretion for seizure, destruction, or shipped back to the origin country at the owner of the goods’ expense.
  • It is recommended that all items that have come into contact with soil, grass, leaves, vegetation, water, seeds, animals, and insects should be thoroughly cleaned and free from any contamination.
  • Inheritance:

    • Foreign nationals are also eligible for a transfer of residence duty discount in case they are arriving in Pakistan for a stay of 2 or more years which is usually given in their employment letters.
  • Pakistani citizens must pay full Customs duties and taxes on electrical items.
  • Owners of the goods can import shipments duty free for the first 6 months by completing a CBR booklet (non – citizens).
  • All import duties are charged on the costs, insurance, and freight of the shipment (CIF) value; the value is determined by Customs officials.

  • Transferees must be present for Customs clearance and must provide an exact date of arrival in Portugal.
  • Although normal goods are duty free, Customs broker fees are generally required and are based ad valorem.

    • Normal process for issuing work permit may take 4-8 weeks (non – citizens).
  • The owner of the goods has never imported goods into Thailand (returning citizens).
  • The owner of the goods must be in the origin country at least 365 days (returning citizens).
  • If the owner of the goods visits Thailand while staying overseas, it must be only 3 months maximum each time (returning citizens).
  • If the owner of the goods visits Thailand many times while staying overseas, the owner of the goods must have good reason and explanation for Thai customs (returning citizens).
  • Returning citizens must be overseas for 1 year in order to be considered for tax and duty free re-entry; travel to and from Thailand during the owner of the goods’ overseas stay is likely to disqualify them from the exemption.
    • A physical stamp in passport and a copy of his/her Thai ID card is required.
  • Diplomatic shipments are exempt from tax and duty, but processing takes approximately 14 business days by the respective Embassy; therefore, documentation must arrive prior to shipment to avoid additional port charges.
  • Retirement / tourist / non – immigrant O visa holders must pay duties.
    • Retirement visa holders must pay duties for household goods except used personal effects (e.g. books, clothes, shoes).

Specific Information
  • Shipments containing more than one of any electrical appliance will be subject to Customs taxes and duties.
  • Duties range from 213% to 308% for cars and 94% for motorcycles not shipped under diplomatic status.
  • Motorcycles cannot be imported unless qualifying under diplomatic status or the owner of the goods has an import license.
  • Before the shipment of motor vehicles, the owner of the goods must obtain approval from the Ministry of Commerce and the import permit must be granted.
  • Import licenses are rarely granted to non – citizens.
  • Individuals must have owned the vehicle at least one and a half years prior to import and must have correct documentation supporting the claim.
  • Must have a work permit and a visa of at least one year old from immigration in Thailand.
  • If a spouse wants to import a vehicle, and is not working but following the working spouse to Thailand, then documentation must be shown as proof.
  • If the permit is approved and the automobile has been imported, the owner of the goods cannot sell it for at least three years from the date of the approval.

Pets

Documents Required

Specific Information
  • The vaccination record must include the following information: pet name, breed, sex, date of birth, microchip number & date, vaccination history record, vaccine’s manufacturer & serial number, etc.
    • The vaccination must be between 30 days to 12 months prior to departure.
  • The microchip certificate must include the chip number, date of implantation, etc.
  • For export, a pet must be traveling inside a plastic/wooden crate compliant to the airline’s rules & regulations (e.g. dimension, food tray, water bottle, etc.)
  • Cats and dogs only
  • Owner of the goods is not allowed to be present.
  • There is no quarantine period.
  • Pet must be at least 4 months old.
  • Baggage pets are not subject to Customs clearance.
  • Cargo Pets are subject to Customs clearance.
  • Document processing takes 7-10 business days.
  • Pet(s) must be vaccinated against rabies, Leptospirosis, Distemper, Hepatitis and Parvovirus, wherever possible, a period of 30 days before the departure but no longer than 12 months is recommended.
    • Other vaccination is voluntary.
  • Pet(s) will be dutiable at a rate of 30% based on cost, insurance, freight (CIF) value which will be calculated by Customs assessment division.
  • Prior to import, send photocopies of:
    • Health certificate from the veterinarian (not the Official Health Certificate which is needed when the pet has arrived)

    • Passport or other identification of the owner
    • Original address and destination address
    • Picture of pet(s)

    • Copy of a rental agreement or purchase contract of the residence in the Netherlands. This may not be older than 6 months.
Specific Information
  • The “Bewijs van aanmelding” is the certificate from the population register of the municipality showing owner of the goods’ intent to reside in the Netherlands
  • The Netherlands application is a required form that must be filled out to be able to move to the Netherlands
  • All fumigated containers arriving in the port of Rotterdam or Antwerp with an excessive concentration of gas will be removed from the logistic transport chain.
    • Delays may take several months before the container is released.
    • High costs may be incurred due to any delays.
  • The following conditions must apply for the duty-free import of the household effects shipment:
    • The permanent residence of the owner of the goods must be the Netherlands or another European Union member country.
    • The previous permanent residence of the owner of the goods situated outside of the European Union for at least 12 months.
    • All goods have been used as part of the normal household of the owner of the goods and will be used for the same purpose.
    • All goods have been in the owner of the goods’ possession for at least 6 months and have been used during that time.
    • The goods will be imported into the Netherlands within 12 months after registration.
    • The goods will not be sold, rented off or given away within 12 months after registration in the Netherlands.
    • Owners of the goods must apply to Customs for the exemption in the import declaration.
    • The following documents are required:
      • A signed inventory listing all of the personal goods in the shipment.
      • The certificate of registration in the personal records database of the municipality in the Netherlands.
      • Must certify that the date on which the owner of the goods has established in the Netherlands or another country within the European Union.
      • Owner of the goods can also send comparable documentary evidence demonstrating that this is the case.
    • Employment contract
    • Employer statement
    • Work permit
    • Rental contract or mortgage certificate for new place of residence
  • All containers arriving in the Port of Rotterdam with an excessive concentration of gas will be taken out from the logistic transport chain.(Methyl bromide is mostly used toxic gas).
  • According to the Ministry one may expect delays running up to several months before a fumigated container finally will be released to the consignee. Obviously high costs will be involved if a container has an excessive concentration of gas.

Motor Vehicles

Documents Required

Specific Information
  • Consideration for an application for free entry of motor vehicles is 4 to 6 weeks

  • A technical inspection as well as registration is required at the RDW after Customs clearance.

Pets

Documents Required

  • The veterinary health certificate must be signed by an authorized veterinarian within 8 days of import.
  • The vaccination record must be signed at least 31 days prior to departure but not longer than 12 months prior to import.
Wedding Trousseau / Gifts

  • Certificate of residence.
  • Exemption of duties form.

Restricted/Dutiable Items

  • Hunting and shooting firearms require a permit issued by the Dutch authority
  • Medicines
    • To import medicines, a manufacturing license issued by the Ministry of Health, Welfare and Sport is required.
    • Medications must be for personal use.
    • Owners of the goods should request a medical passport from a general practitioner to verify the personal use of the medication.
  • Plants / flowers / fruits / vegetables:
    • These items require a phytosanitary certificate from the country of origin declaring the items healthy and free from diseases.
    • If a phytosanitary certificate is unavailable, Customs will confiscate the items.
  • Animal Products / Food Items:
    • A health certificate is required for the import of these items, including but not limited to, cheese, milk, eggs, meat, meat products, animal skins, and hunting trophies.
    • The health certificate must be issued by the authorities of the country of origin at the time the goods are imported.
    • All animal products and food items are subject to veterinary examination upon arrival.
    • Goods of animal origin, including food items, are subject to special requirements.
      • Contact the destination for specific information and exceptions.
    • Powdered milk, baby food, and special food items for medical purposed may be imported provided the following requirements are met:
      • The products do not need to be chilled prior to consumption.
      • The products are packaged products of a registered trademark.
      • The packaging should be unopened and undamaged.
  • An exemption from the required health certificate applies to products in which an animal ingredient is no longer identifiable (e.g., chocolate, etc.).
  • Contact the Dutch Embassy in the origin country if you need assistance.

  • As of 1/1/17, owners of the goods must go online to apply for a Transfer of Residence (ToR).
    • An approval will allow the owner of the goods to import their personal & household effects goods into the UK with relief from import duties and charges.
    • Application must be made before packing shipment.
    • Once approval is obtained, the owner of the goods will be given a Unique Reference Number (URN) which will need to be passed onto UK Customs in place of the previous customs form C3.
    • The C3 form will become obsolete on 3/31/2017 and will not be acceptable for Customs clearance after this date.
    • The link to the ToR application can be found at the end of this document in ‘Consignment Instructions.’

  • Documents must be received by agent prior to arrival of the shipment.
  • The agent may charge fees for incomplete or delayed receipt of documentation.
  • Inherited goods require C1421 form, copy of death certificate, and copy of the living will
  • You must submit the ToR application within 12 months of the date of entry into the UK.
  • You can bring personal belongings or prive vehicles free of duty and tax as long as you:
    • are moving your normal place of residence to the UK only
    • have had your normal place of residence outside the EU for a continuous period of at least 12 months
    • have possessed and used the belongings for at least 6 months outside the EU before they’re imported

Motor Vehicles

  • Owners of the goods register their intention to import a vehicle in advance to starting the process of shipping with the DVLA.

Pets

  • Certain requirements must be met regarding the vaccination against rabies for specific countries.

Specific Information
  • All shipments are subject to examination at the discretion of Customs officials.
  • Do not indicate “packed by owner” (PBO) or miscellaneous descriptions on the detailed inventory.
  • The I-94 is an arrival stamp / card in the passport of all foreigners that indicates the length of time they have been admitted into the USA (some ports require a copy of the card).
  • All foreign diplomats (A-1 visa types) are required to be processed via the Department of State on a DS-1504 form, which is submitted to the Department of State by the consulate / embassy of the diplomat at least 10 days prior to arrival of the shipment.
  • Brokers are not allowed to clear Customs on CF-3299 entries for foreign diplomats holding an A-1 visa.
  • For duty-free clearance, the household goods must have been used at least 12 months in the foreign household prior to shipment from the origin country.
  • The owner of the goods must hold the proper long-term visa (non-B1 / B2 visitor’s visa) to import household goods duty free.
    • The owner of the goods can only import personal effects, e.g., clothing, camping gear, toiletries, etc. on a short-term visitor’s visa.
  • It is important for agents in the origin country to make sure the ISF is timely filed prior to the sailing of the vessel from the last foreign port for all ocean shipments to avoid penalties.
  • Customs and other government agencies can require a variety of different types of examinations that result in costs from USD $200-$1700 or more on a full container load (FCL) shipment.
  • Most household items used less than 12 months will require duty to be paid.
    • It is important for the owner of the goods to list those items in detail on the back side of the Customs Form 3299.
    • The owner of the goods should list the item, quantity, what material it is made out of, the value paid for the items in US dollars and the country of origin of the items.
  • To import household effects (furniture, dishes, linens, libraries, artwork and similar household furnishings, etc.) for personal use, the items must have been available for personal use or used in a household where the owner of the goods was a resident for 12 months and is not intended for another person or for sale.
    • The 12 months of use does not need to be continuous nor does it need to be the 12 months immediately prior to the date of importation (Hawaii).
  • Shipments from the 49 United States into Hawaii are not subject to U.S. Customs requirements, but shipments from foreign countries to Hawaii are subject to all of the same rules and regulations that apply to the rest of the United States.
  • Only shipments of used household goods and personal effects may enter the U.S. under informal entry.
  • Due to the fragile and unique ecosystem that exists in Hawaii, additional examinations may be ordered.
  • For shipments to Hawaii containing garden tools, outdoor furniture, playground equipment, motorcycles, scooters or any other items used outdoors, it is likely to be examined by U.S. Customs.
    • If Customs finds outdoor items to be dirty or contain insects or snails, they will notify the State of Hawaii Department of Agriculture.
    • The State may require the entire shipment to be cleaned, fumigated or frozen to clean potential bacteria or kill any invasive species.
    • Owners of the goods should be forewarned that they are responsible to pay for the expense of this process, it can be very costly and it may result in damage to household goods.
    • Informed decisions should be made regarding the import of items.
  • U.S. Customs may also order intensive exams on any shipments containing food products, medications or liquor.
  • The owner of the goods is responsible to pay for the exams and any damage incurred during inspections by Customs officials.

Motor Vehicles

Documents Required
  • Environmental Protection Agency (EPA) form EPA-3520-21 (if applicable)
  • OBL (foreign purchased vehicles)
  • Bill of sale / pro-forma invoice with statement of value (foreign purchased vehicles)
  • Department of Transportation (DOT) form HS-7
  • Proof of conformity by either:
    • U.S. title / registration
    • Letter of conformity from the manufacturer
    • Foreign military sales contract that indicates vehicle meets USA-EPA / DOT regulations
    • Exemption as a model 25-year old vehicle as proven by the title
  • Copy of U.S. title or registration when previously registered in the USA (vehicles previously owned and shipped from the U.S. by the returning residents / owners of the goods)
  • Completed EPA-3520-1, DOT, HS-7 and Customs 7501 forms (vehicles previously owned and shipped from the U.S. by the returning importer)
  • Letter of permission from the EPA (non-residents importing vehicles as a tourist)
Specific Information
  • For vehicles previously owned and shipped from the U.S. by the returning resident / owner of the goods, the ownership names must match with the owner of the goods’ of the shipment on the vehicle title and registration.
  • A non-U.S. resident can import a vehicle for a period of up to 12 months as a tourist, but no extension will be allowed.
    • The owner of the goods is required to obtain a permission letter prior to shipping the vehicle from the EPA.
    • Vehicles imported by non-residents for tourism may not sell or offer for vehicle for sale and it must be exported prior to the 12 month period or is subject to seizure and penalties by Customs.
  • Some ports of entry (POE) require a bond for up to three times the value of the vehicle to ensure the timely export of the vehicle.
    • Additional port specific declarations may be required for this temporary importation
  • A bill of sale or pro-forma invoice with the statement of value must include the vehicle’s description, vehicle identification number (VIN), model, and year of manufacture.
  • In general vehicle models that are 25 years or older and with the original drive train are exempt from EPA / DOT regulations.
  • Vehicle models less than 25 years old that were not previously titled in the U.S must comply with EPA / DOT regulations.
  • The cost and time to bring a vehicle into compliance by an ICI (certified conversion shop) make the process an unwise economic decision in most cases.
  • It is strongly recommended not to import non-complying vehicles.
    • In the event an owner of the goods elects to attempt to import a vehicle it should be sent separately from household goods and personal effects shipments to avoid delays in the receipt of the shipment.
  • The owner of the goods must make arrangements with an ICI shop in the USA prior to shipping the vehicle in order to get an estimate and to determine if the vehicle can be brought into compliance.
  • Marine engines and gas-powered generators are also subject to EPA requirements and Form EPA-3520-21 is normally required for those items
    • If an imported vehicle does not conform to these standards, it must be brought into conformity; otherwise it must be destroyed or exported.
  • The U.S. Department of Agriculture requires that the undercarriage of imported cars be free from foreign soil before they can be entered into the United States.
    • This may be done by steam spray or by thorough cleaning before shipment.
  • Do not store personal items in any motor vehicle.

Pets

Documents Required
  • Rabies vaccination record
  • Rabies vaccination record

Specific Information

  • The importation of pets is subject to health, quarantine, agriculture or wildlife requirements, and prohibitions.
  • Pets are subject to examination at the first port of arrival for any evidence of disease.
  • A valid rabies (rage) vaccination record must accompany dogs arriving from areas not free from rabies.
  • There is no requirement for a rabies certificate for domestic cats.
  • Contact the destination agent to determine if special certificates and admission requirements apply, providing the common and scientific name of the animal along with the country of origin that it is being shipped to ensure all appropriate government agencies can be contacted.
  • Most turtles and monkeys are not allowed entry into the U.S.A.

Antiques, Artifacts, Carpets, Paintings

Documents Required
    • Purchase invoice
    • Detailed inventory
Specific Information
      • U.S. Customs requires items to be at least 100 years old be classified as antiques.
      • A recently purchased antique should indicate the circa date on the invoice.
      • Antiques are duty free.
      • Carpets of Iranian origin that have been used in the foreign household for at least 12 months and are being imported with the owner of the goods’ household goods and personal effects are generally approved for import.
        • It is recommended that if you have a large number of carpets or they
      • are new that you do not ship as the USA currently has an embargo on Iranian origin goods, subject to change at any time.
      • Paintings of nominal value can be shipped with household goods shipments
      • Artifacts of any type should not be shipped without first checking with the USA agent and the country of export, as different regulations may apply depending on the country of origin, type of artifact and circa date.
        • Additionally, many countries are parties to CITES Treaties or Acts that do not allow the import or export of certain types of artifacts or require permits that must be issued prior to export.

Restricted/Dutiable Items

      • Textiles and clothing
      • Plants and seeds (an import permit and a PPQ form 505 – plant and plant product declaration are required) (Hawaii)
      • Biological materials of public health or veterinary importance (an import permit is required) (Hawaii)
      • Wood packing materials (materials from China must be fumigated, verified by documentation) (Hawaii)
      • Alcohol:
        • The importation of alcohol is governed by both Federal and state laws
        • In general the Federal Government allows a reasonable amount of alcohol to be imported in a household goods shipment.
        • If Customs feels the amount is excessive they will require the importer to hire a licensed alcohol importer to file a commercial entry.
        • Domestic importers should comply with the residence state laws which vary from state to state.
        • Some states allow no alcohol imports while others require the importer to obtain a permit and pay a fee and still others allow a reasonable amount.
        • Each state has regulations and must be consulted before making a shipment.
      • A detailed inventory must be made at the time of packing in order for food and drug filings to be performed and proper duties and taxes to be paid on the shipment.
      • For imports into Hawaii as part of the household goods shipment, the owner of the goods is required to apply for a liquor permit with the City and County of Honolulu Liquor Commission on Oahu.
        • The owner of the goods must appear in person to apply for the permit and provide the permit for the liquor to clear U.S. Customs.
      • A Permit C – household goods permit form is required for the import of alcohol (Hawaii).
      • Inherited Goods (Imports to Hawaii)
      • Inherited goods can be imported duty free if the following conditions are met:
        • The items are over 100 years old and can be proven through documentation.
        • Were available for use in the owner of the goods’ place of residence for 12 months prior to entry into the United States.
        • It does not have to be the 12 months prior to the inheritance (e.g., the items were in the owner of the goods’ parent’s house during the owner of the goods’ childhood).
      • Food Items:
        • The importation of food items is strongly discouraged.
        • Food products also require a detailed inventory for food and drug filings and duty payment.
        • A food questionnaire form must be completed if importing food items (Hawaii).
      • Fish / Wildlife:
        • Ivory items, skins, feathers and shells are regulated by Fish and Wildlife.
        • Many of these items require special CITES permits or may be prohibited from being imported.
        • It is critical for the origin agent to consult with the U.S. agent to determine if an item requires a permit or can be legally imported.
      • The permits cannot be issued once the shipment has left the origin country
      • The destination agent will need to know the common, scientific names and country of origin to determine if a permit is required.
      • Weapons:
        • Guns (ammunition should not be shipped as it is a hazardous good) previously owned and shipped from the U.S. can normally be imported if military, government personnel can establish to the satisfaction of Customs that the items were sent from the U.S..
        • The best method is for the owner of the goods is to register the weapons with Customs prior to export from the U.S.
        • If the owner of the goods does not have a registration then a copy of sales receipts, the export OBL, inventory and a declaration will sometimes satisfy Customs.
        • Weapons purchased overseas are normally required to be imported using a Federal Firearms permit holder but some exceptions do apply to allow non-resident individuals to apply for a permit directly with Alcohol, Tobacco and Firearms (ATF).
        • The ATF permit filing should be applied for at least 6 weeks in advance of the arrival of the shipment.
        • The application requires that the Customs broker who will handle the entry be named on the ATF application, so it is important that the application is filed properly from the start to avoid delays on arrival.
        • The owner of the goods should consult with the U.S. agent when considering shipping any weapons and provide all the facts regarding how and where the weapons were acquired.
        • It should be noted that not all types of weapons can be imported.

      • Drug paraphernalia
      • Haitian animal hide drums
      • Cuban cigars
      • Blank tapes and CDs from Iran
      • Absinthe
      • Counterfeit items or items inappropriately using a federally registered trademark
      • Products made from dog and cat fur
      • Flavored cigarettes, including cloves
